Tuesday morning voters in Georgia are headed to the polls for the culmination of a very long election year, casting the ballots that will decide the control of the U.S. Senate for at least the next two years.

After no candidate in either of Georgia's two U.S. Senate elections got more than 50% of the vote on Nov. 3, the top two candidates in each race moved on to the Jan. 5 runoffs. Republican Sen. Kelly Loeffler is facing Democrat Raphael Warnock for her seat. Meanwhile, Republican David Perdue, whose Senate term expired on Sunday, is fighting to retain his seat against Democrat Jon Ossoff.

Typically, voters are not in the position to know whether their senators or members of Congress will control the balance of power in either chamber when they cast their votes. There are usually too many states and too many possible outcomes for that.

Not in this case. Republicans gained control of 50 Senate seats in November while Democrats won the presidency and the vice presidency, leaving up for grabs just Georgia's two Senate seats.

If Republicans win even one of the Georgia races, they'll hold a Senate majority for the next two years and have an effective veto over President-elect Joe Biden's agenda. If Democrats sweep both races, however, the Senate will be at an effective 50-50 tie on party lines. Vice President-elect Kamala Harris would then be able to break ties on party-line votes.

The candidates themselves have made the stakes of the election clear, with Ossoff saying he plans to "take power away from Mitch McConnell" and Loeffler emphasizing that "everything is on the line" in Georgia.

"It really feels like we're at the center of the political universe and will be until Jan. 5," Maria Saporta, the chair of the Atlanta Press Club Debate Committee, told Fox News before the debate between Loeffler and Warnock in early December.

Here's what to know about the Georgia runoffs.

They've been expensive

The Georgia runoffs have been some of the most expensive two months of nonpresidential politics in American history. The total ad spending in the race has reached nearly $500 million.

To put that in perspective, that's about the amount of spending of an average presidential campaign.

The 2012 Mitt Romney presidential campaign spent nearly $450 million. The 2016 Hillary Clinton campaign spent about $585 million. The Trump 2020 campaign spent just under $775 million, which is similar to what both Obama campaigns spent.

But the Georgia spending is all concentrated in one state, over the course of two months.

Veteran Georgia-based Republican consultant Chip Lake told FOX Business that the astronomical ad spending’s "unlike anything I’ve ever seen because it’s so sustained. Every week since Thanksgiving has been what the last week before a general election normally is."

Notably, the approximately $500 million total does not include get-out-the-vote efforts by campaigns and parties. So the actual total is higher.

Poll closing time

Polls in Georgia close at 7 p.m. That means voters who are in line by that time can vote. Voters may also drop their absentee ballots off at a drop box by 7 p.m.

Turnout is key

There has been very little in the way of efforts to persuade voters in Georgia to vote for one side or the other, or to convince independents to come to one side or the other from the middle.

Like the presidential election, the Georgia runoffs are turnout elections, with each side running constant negative ads against the other and making efforts to energize their base.

"We don't go in to register voters or to convince anybody there, we just want to be sure that we get our people out to vote," Joan Reynolds, the chair of the Mighty Alabama Strike Force, which has had volunteers in Georgia since November, told Fox News in an interview.

The various campaigns and a bevy of other outside groups have taken that approach to the runoffs as well.

That means how many voters show up to the polls and where it is they show up will be key for Democrats and Republicans. Democrats tend to vote by mail and vote early more than Republicans, and that is showing up in the numbers of votes reported so far.

If rural, more conservative areas see a large surge in turnout on Election Day, then that will be a key for Loeffler and Perdue to win. If the turnout among those groups is closer to that of urban areas, it will be a good sign for Ossoff and Warnock as they will likely lead in votes not cast on Election Day.

Results may take time

Georgia was one of several states where it took multiple days to count ballots during the general election. This was because of a combination of the large volume of people voting absentee -- those ballots are more physically demanding to count than standard ballots -- and the close margin of the presidential race.

Both Georgia runoffs are likely to be close as well, so there may not be a clear winner on election night.

Everyone's interested

President Trump, Vice President Mike Pence and Biden all rallied in Georgia on Monday. Harris rallied in Georgia Sunday.

The campaigns have been supported by a who's who of high-profile politicians on each side, including Sens. Rick Scott, R-Fla.; Marco Rubio, R-Fla.; Ted Cruz, R-Texas; Bernie Sanders, I-Vt.; Rep. Alexandria Ocasio-Cortez, D-N.Y.; Biden transportation secretary nominee Pete Buttigieg and more.

A number of Hollywood stars have also backed the Democrats. Meanwhile, singer Lee Greenwood played in Georgia at an event supporting Perdue and Loeffler.

Biden agenda at stake

The Senate majority will play a major role in the upcoming two years. Biden's agenda, among other things, includes a public health insurance option, rolling back the 2017 tax cuts, further coronavirus aid, rolling back Trump immigration policies and other executive orders, and ambitious environmental programs.

As president, Biden will also have the opportunity to appoint federal judges, including Supreme Court justices. He can also pick crucial executive appointees who will shape federal policy.

A Republican-controlled Senate could stand in the way of many of those priorities, forcing Biden to moderate his policies so they are able to make it through the Senate.

Many Democrats have also promoted policies like the Green New Deal, court-packing and ending the legislative filibuster. These would likely have a hard time even under a Democrat-controlled Senate, as moderate Democrat Sen. Joe Manchin of West Virginia has said he will not abide by such ideas, sparking a public feud with Ocasio-Cortez.

But David McIntosh, the president of the conservative Club for Growth, which has campaigned for Loeffler and Perdue, said he does not trust Manchin to be a buffer in that situation.

"You've got to worry about it, right, because if he's the sole guy stopping them, the pressure on him from his friends and former allies is going to be enormous," McIntosh said. "So I think a much better stopgap would be to keep the Republican majority in both of these races."

Rev. Raphael Warnock declared victory Wednesday morning in Georgia’s Senate runoff election as his Republican opponent Sen. Kelly Loeffler vowed to fight on.

Warnock celebrated his apparent win in the Peach State, as NBC projected that he would be victorious in the tight race.

“Georgia, I am honored by the faith that you have shown in me,” Warnock said in an address to supporters.

“And I promise you this tonight: I am going to the Senate to work for all of Georgia, no matter who you cast your vote for in this election.”

Warnock emphasized that the race was predicted to be a tough challenge for a Democrat.

“We were told that we couldn’t win this election, but tonight we proved that with hope, hard work and the people by our side, anything is possible,” Warnock said.

Loefller, meanwhile, who with 97 percent reporting trailed Warnock by about 36,000 votes, did not concede in her address.

“We got some work to do here. This is a game of inches. We’re going to win this election. We’re going to save this country,” Loefller said.

“We’re going to win Georgia and save America.”

Democratic candidate Jon Ossoff, who was leading GOP Sen Purdue by a razor thin margin, was optimistic about his chances early on Wednesday.

“When all the votes are counted we fully expect that Jon Ossoff will have won this election,” his campaign said in a statement.

“The outstanding vote is squarely in parts of the state where Jon’s performance has been dominant.”

If both Warnock and Ossoff are victorious, the Democrats would seize back control of the Senate.

Democrat Jon Ossoff on Wednesday morning claimed victory over Georgia Republican David Perdue in a critical runoff election that will determine which party controls the Senate, even as the race remains too close to call.

"It is with humility that I thank the people of Georgia for electing me to serve in the Senate," Ossoff said in brief remarks delivered virtually. "Whether you were for me or against me, I will be for you in the U.S. Senate," he said. "I will serve all of the people in this state. I will give everything I've got."

But the contest between Ossoff and Perdue, whose Senate term ended on Sunday, is still neck-and-neck, with tens of thousands of votes yet to be tallied. As of 7 a.m. EST Wednesday, Ossoff had 50.2% of the vote with 98% of the results reported, according to Fox News projections. His lead is currently within the 0.5% threshold that would qualify for a statewide recount of the vote.

Fox News has not called the race.

Ossoff, 33, who would be the youngest member of the Senate if he maintains his lead over Perdue, said that he would prioritize COVID-19 relief upon taking office.

"Let's unite now to beat this virus and rush economic relief to the people of our state and to the American people," he said. "I will work in the U.S. Senate to support a robust public health response so that we can defeat this virus."

Other Democrats congratulated Ossoff Wednesday morning, including Stacey Abrams, the former Georgia gubernatorial candidate.

"In 2017, Georgia’s next U.S. Senator @ossoff confronted a dark chapter in our nation’s story by standing for office," she tweeted. "Now Jon Ossoff will stand for all of Georgia in the fight for healthcare, jobs + justice. And our nation will be all the better for having him. Congratulations!"

In a statement issued shortly after 2 a.m., Perdue's campaign said the race is "exceptionally close" but predicted victory.

"As we've said repeatedly over the last several weeks and as recently as this evening, this is an exceptionally close election that will require time and transparency to be certain the results are fair and accurate and the voices of Georgians are heard," the Perdue campaign said.

In order to flip the Senate, Democrats need to win both runoffs — and inched closer to doing so on Wednesday after Raphael Warnock was projected to defeat incumbent Republican Sen. Kelly Loeffler.

"Georgia, I am honored by the faith that you have shown in me, and I promise you this tonight: I am going to the Senate to work for all of Georgia, no matter who you cast your vote for in this election," Warnock, who will become the first Black senator from Georgia, said in brief remarks delivered virtually.

With control of the Senate hanging in the balance, the stakes for the twin contests were astronomical, eliciting national attention and hundreds of millions of dollars in campaign spending in just two months to a once reliably red state that's become a must-win battleground. In November, Joe Biden defeated President Trump in Georgia by less than 12,000 votes out of the 5 million cast in the state, winning 16 electoral votes. Both Biden and Trump campaigned in the state on Monday.

If Ossoff defeats Perdue, Democrats would secure a 50-50 split in the upper chamber, with Vice President-elect Kamala Harris then casting tie-breaking votes.

But if Perdue wins and the GOP retains a majority, Republicans would be able to block Biden's Cabinet appointments, legislative agenda and judicial nominees — and have the power to "chart the course, not just for four years, but for the next generation," the incoming president told supporters during a drive-in rally on Monday.

I'm thinking the GA Senate vote had more to do with the Senate Republicans refusing to raise the Covid checks from $600 to $2000. It's still bullshit, but whatever.

dont forget that not a single court ruled on evidence, every single one was dismissed on standing and procedure.

After weeks of campaigning in the turbulent and chaotic aftermath of November 3rd, Georgia’s runoff elections are finally over. With only a handful of votes left to be counted, both Republican incumbents have been defeated. Jon Ossoff — a millionaire armchair socialist-lite — beat David Perdue by over 41,000 votes (0.92%), and Raphael Warnock — a radical who has espoused anti-Semitic and anti-American sentiments — beat Kelly Loeffler by over 79,000 votes (1.8%).

While it is possible that recounts will be requested, both margins are larger than the threshold required to automatically trigger a recount under Georgia law.

Many close to President Trump expressed disbelief consistent with the denial demonstrated since November’s election, including White House Press Secretary Kayleigh McEnany, who implied that Warnock’s win was illegitimate. It is likely that some will continue to refuse to accept the reality that Trump, and some who aligned with Trump, lost the election. Setting that debate aside, however, to apply that logic to the Georgia runoff races is simply an act of mathematical denial.

A basic analysis of the vote explains precisely why Loeffler will soon be replaced by a radical socialist embroiled in multiple scandals. In the counties of Fulton, Gwinnett, Cobb, and DeKalb — the counties which surround Atlanta — Warnock outperformed his November margins. In Fulton, he increased his margin by 2%. In Gwinnett, 4%. In Cobb, 2.4%. In DeKalb, 2.5%. In the top 35 most populous counties that Loeffler won, she underperformed her November margins, in some cases by multiple percentage points.

When one candidate improves and another declines, it doesn’t take a mathematical genius to understand why the improved candidate has a better chance of emerging victorious in an already tight race.

The same is true of the closer race between Ossoff and Perdue. In Fulton, Gwinnett, Cobb and DeKalb, Ossoff outperformed his November margins. Indeed, in every county that Ossoff won, he outperformed his November margins, and even flipped two counties (Baldwin and Washington). Perdue, on the other hand, consistently underperformed in multiple counties. Given that Perdue only received 1.8% more than Ossoff in the November election, it’s easy to see how Ossoff achieved his victory.

The brutal fact is that Republicans lost in Georgia solely because Republican voter turnout decreased since November. The driving factors behind this reduction in turnout in historically red counties are numerous, but likely include the campaign against the security and safety of the elections in Georgia. It’s difficult, after all, to convince people to vote while also claiming that their vote is meaningless. While that campaign ultimately drove down voter turnout, the Democrats focused on the opposite.

If Republicans and conservatives hope to avoid making the same mistakes of this election, then it’s crucial that we learn from these mistakes. At its heart, this means understanding that turnout cannot be taken for granted and that any electoral strategy which involves suppressing our own vote will have dire consequences.

Ultimately, the Democrats will now control the White House, the House of Representatives and the Senate entirely because of Republicans’ self-inflicted wounds.
