Al Pacino's Cuban accent as Tony Montana in Scarface is usually lauded as the absolute worst accent in movie history.

On the TV show Frasier, my English cousin pointed out to me that Daphne (the live-in housekeeper) had a Manchester/Liverpool like accent, and the character playing her brother had a cockney (London) accent. This goes on in N. American shows all the time.

Daphne was from Manchester, hence the accent. Her brother, and I presume your friend meant the one played in a multiple episode arc when Miles and Daphne finally wed, was played by Anthony LaPaglia and I always wondered why his accent seemed so rough in comparison to hers. I suspect it was mostly done for comic effect.

A lot of people think LaPaglia is one of the many Italian American actors from Jersey or New York, but he is actually Australian.

Oh and, speaking as the fan of broad humor and perversion that I am, I can tell you that Jane Leeves (who played Daphne) really is British and during the mid 1980's was one of the Hill's Angels on Benny Hills show.

Admit it, you hear the name Benny Hill and you immediately have that 'Yakety Sax' soundtrack in your head...
