A lone 4-year-old wandering into a Kingsport Walmart at 2:30 a.m., followed by a call to the store from the mother — nearly two hours later — saying she "lost" her son, has prompted the arrest of both parents.

Police ultimately located the couple, along with another child, age 1, in a van that ran out of fuel. Synthetic drugs were allegedly located in the vehicle, with the father admitting they had been using bath salts and Lortab.

According to an affidavit in Kingsport court, Jessica N. Fleenor, 27, and Jordon E. Finehout, 25, each of 737 Bluff Road, Kingsport, were arrested and charged with child abuse and neglect.

Court documents state Kingsport police were called to Walmart, 3200 Fort Henry Drive, at 2:50 Wednesday morning. Store personnel reported a 4-year-old child had walked into the store by himself approximately 20 minutes prior.

A review of surveillance footage revealed the child was previously accompanied by a man, a woman and a toddler, with the group last spotted at 1 a.m. At 4:10 a.m., according to the affidavit, Fleenor called the store, claiming she he had lost her son. She allegedly said she was on her way back to the location, but had run out of gas.

Meanwhile, a Sullivan County deputy spotted the couple's van stopped on John B. Dennis Highway and stopped to offer assistance. A one-year-old female was also in the vehicle, according to the deputy, but the couple never mentioned missing a child.

The responding Kingsport officer reports Fleenor and Finehout appeared to be under the influence, with Finehout admitting they'd been using bath salts and Loritab. Two containers of bath salts and a butterfly knife were located on Finehout, according to the affidavit, while Fleenor was in possession of synthetic marijuana and half a white pill. They were each arrested and transported to the city jail.

Department of Children's Services were called to John B. Dennis Highway to take custody of the one-year-old, then traveled to Walmart to pickup the other child.

Along with child abuse and neglect charges, Fleenor is charged with simple possession of a legend drug, while Finehout is charged with possession of a prohibited weapon. They are scheduled for a Dec. 6 court appearance.
