DAVENPORT, Iowa -- A Davenport man was jailed after being charged with illegally tattooing a 14-year-old girl who had been reported as a runaway.
Officers went to an apartment building Feb. 5 to look for the teenager, and found her and her mother. The mother told police 40-year-old James Wolkow had been "hanging out" with her daughter, who said he gave her a tattoo on her forearm.
Police say a search of Wolkow's backpack yielded a homemade tattoo gun, made from a modified electric razor and connected to a needle that was threaded through an ink pen and held together with tape. Supplies such as tattoo ink, sketches, rubber gloves, and sanitizer were also found.
Wolkow is jailed and his attorney didn't immediately return a message.
