Fayetteville, N.C. — Fayetteville police arrested a Raleigh police officer Thursday and charged him with promoting and participating in the prostitution of a minor.

Sgt. Jason Brandon Hoyle, 34, of 8609 Maryel Way, was being held under a $100,000 unsecured bond on the two felonies.

Fayetteville police also arrested a 17-year-old Fayetteville girl and charged her with misdemeanor solicitation for prostitution. Her bond information was not available.

Police said Hoyle was one of the girl's clients and saw her on Feb. 7. He has been with the Raleigh Police Department since October 2000 and is assigned to the detective division.

Raleigh police released a statement Thursday saying Fayetteville police kept them informed during the investigation and that they are doing an internal investigation to determine "appropriate personnel actions."

What is your contention? He didn't just use an underage prostitute, according to the story he was promoting her as well....pimping her. hence he deserves the harsher charges.

A Raleigh police officer was accused Thursday of having sex with an underage prostitute who proceeded to steal a police-issued computer and other property afterward at a Fayetteville hotel, Fayetteville police said.

Jason Brandon Hoyle, 34, of the 8600 block of Maryel Way in Raleigh, is charged with promoting prostitution of a minor and participating in the prostitution of a minor. He has been released on $100,000 bail.

Hoyle has been a Raleigh police officer since October 2000 and is assigned to the detective division, Raleigh police spokesman Jim Sughrue said.

Hoyle is accused of having sex with a 17-year-old prostitute, who was also charged Thursday with solicitation for prostitution. She was released on a written promise to appear in court.

The Fayetteville Observer is not naming the teen because of the nature of the charges against Hoyle, which involve sexual activity with a minor.

According to an affidavit filed in court by Fayetteville police Detective S. Larson, Hoyle was visiting Fayetteville on Feb. 7 and staying at the Fairfield Inn by Marriott, at 1925 Cedar Creek Road.

On the morning of Feb. 8, Hoyle reported he had been the victim of a theft - a Dell Latitude D630 laptop worth $600 that belonged to the Raleigh Police Department had been stolen from his room, along with $800 in cash and an Apple iPhone 4 that belonged to him, according to a police report.

Investigators reviewed surveillance footage at the hotel and saw Hoyle escorting a girl into his room at 11:31 p.m. on Feb. 7, according to Larson's affidavit.

"About 90 minutes later the video shows the female running out of the hotel to an awaiting vehicle," Larson wrote.

Authorities contacted the prostitute later the same day and recovered the stolen property, charging her with larceny and possessing stolen goods. She told detectives Hoyle paid her $140 for sex, Larson wrote.

A search of Hoyle's work computer found several visits to a website adverting escort services, the document says.

Although the age of consent in North Carolina is 16, state law defines minors in prostitution cases as anyone who is under 18 and is not married or judicially emancipated, said Gavin MacRoberts, a Fayetteville police spokesman.

Raleigh police had been kept apprised of the investigation and are conducting their own internal administrative investigation to "provide information necessary to determine appropriate personnel actions," Sughrue said.

He would not say why Hoyle had Raleigh Police Department equipment in a Fayetteville hotel room or whether Hoyle was in town on official business, saying it would be inappropriate to comment because of pending investigations. He noted the laptop had been recovered.

"There is no reason to believe that there was any breach of security," Sughrue said.

He declined to comment on Hoyle's employment status.

Hoyle hung up on a reporter when reached by telephone Thursday.

Why else would they make note of the fact that he was on an escort site and then charge him with the promotion of prostitution of a minor?

The term "promoting" is misleading.
If you pay or only offer to pay for sex, the charge is "promoting prostitution".

My take on it is that he was on backpage.com or something similar, responded to an ad, banged the hooker that showed up, she ripped him off, then he called the cops about the theft. When they recovered his stuff, they went to process the girl and OOPS 17.

Maybe I am just making shit up too, but that's how I interpreted the story.
