Transportation Security Administration screeners will get a new performance management system under their first-ever collective bargaining agreement.

The American Federation of Government Employees, which represents some 45,000 screeners, said on Sunday that the controversial Performance Accountability and Standards System — a pay-for-performance system that AFGE said was discriminatory and a poor measure of performance — will be replaced by a new program called TOPS.

“PASS as we know it will end,” AFGE said. “Certification test scores will no longer count on performance scores and pay increases.”

AFGE said it will submit the agreement to TSA’s 45,000 bargaining-unit employees for ratification in the next few weeks.

AFGE did not say what TOPS stands for, or offer details on how it will work. AFGE said TOPS will evaluate screeners’ “actual performance of their duties.”

AFGE has long opposed PASS, and pledged to overturn it either through contract negotiations, court challenges or congressional lobbying.

The contract also increases screeners’ annual uniform allowance from $232 to $446. It also allows screeners to wear uniform shorts in hot weather, athletic shoes and other alternative shoe options, and it reduces tattoo restrictions.

but am I reading this correctly? They get more money for more busts at the screening area?
