when mentioning an excerpt from a news story (like our section), you're supposed to use the single quote mark. If a person is speaking within the story itself, you use two quote marks.

eg Today at Teh Basement, Lance was heard to say, " Damn that hal has a large penis! "



and I would then use ' hal has a large penis!' .....as if! :lol:
