Police say the first time a Springfield woman smoked methamphetamine with her 13-year-old daughter, they were in the woman’s car.

The second time was in her apartment.

Ann Lampe, 34, told police she couldn’t remember the details but she might have smoked meth with her daughter three or four more times, according to court documents used to file charges in Greene County court.

Lampe has been charged with two counts of endangering the welfare of a child — each count carries a maximum penalty of seven years in prison.

The 13-year-old, who was not identified in court documents, told police that Lampe gave her meth more times than she could remember. The young teen said she would smoke it, snort it or “hot rail” the drug. A hot rail, the girl described, meant using a glass pipe to inhale smoke from methamphetamine.

Lampe allegedly told police she knew it was wrong to provide meth to her daughter but she did it, according to the documents, because the youngster would “throw a fit” if she didn’t get what she wanted.

Investigators say Lampe not only provided meth to her daughter but also prescription drugs: alprazolam, and hydrocodone.

It is unclear from court documents whether Lampe had legal custody of the child from May to August, when the alleged drug use occurred.

The documents say several of the incidents occurred while the teen was “visiting” Lampe’s Walnut Street apartment.

A condition of Lampe’s release requires that she have no contact with “any child under the age of 17.”
