TULSA - A Tulsa couple is facing child abuse charges after seven children were removed from their care in a matter of months.
Robert McElvain and Felecia Polk were arrested Monday at their home near West 28th Street North and North Main Street.
According to the police report, officers first became involved in July when seven children were placed in protective custody. Four of the children were being fostered by McElvain and Polk, who are actually married to other people but living together, and three of the children are biological.
Police say McElvain and Polk's home was "deplorable" and the children were covered with bug bites, lice, scabies and bed bugs while roaches and trash littered the floors.
The couple then moved to the home in which they currently live, police say, and their biological children were returned.
The home was visited by DHS at the beginning of October in reference to physical, sexual and substance abuse as well as neglect. On Oct. 16 police say the house was dirty but by the next day it "was okay."
On Oct. 21, TPD's child crisis unit searched the house on a warrant and found it "filthy" with "a strong smell of urine and feces" throughout the home.
Police say bugs were everywhere and after officers left the home they had bugs on their pants.
According to the police report, Polk told officers "they haven't taken their children dumpster diving since the foster children were taken."
The children were again placed in protective custody and police say they will undergo medical exams to help with the lice.
Polk and McElvain were booked into the Tulsa County Jail on $50,000 each.
