JAKARTA - The National Commission for Child Protection (Komnas PA) has blamed burdensome school curriculum, which it says has failed to nurture social and religious values, for the recently surfaced pornographic video involving junior high school students.
Commission chairman Arist Merdeka Sirait said that without sufficient understanding of such values, children would not be able to defend themselves when bombarded with adult content on the Internet.
"Our schools give too much work to students and the curriculum taught provides no room for them to develop emotional intelligence. As a consequence, schools tend to pursue excellence in the national exams," he said on Friday.
A video of two junior high school students having sexual intercourse in a classroom went viral in their school in Central Jakarta recently.
The parents of the female participant in the video reported to the police that her daughter was forced to be in the video. The police only managed to question the girl on Friday after her family disappeared for almost two weeks after filing the report.
The male participant in the video also went missing after the report was filed.
City Police spokesman Sr. Comr. Rikwanto said the police managed to contact the girl's family on Thursday, but she wanted privacy from media.
"The investigators questioned the girl in a place outside the headquarters," Rikwanto said on Friday.
So far, the police have questioned 17 persons, comprising 10 students who watched and recorded the harassment, the principal, the vice principal, the guidance and counseling teacher, the homeroom teacher and three school guards.
Rikwanto said that based on the witnesses' testimonies and observations of the video, investigators had come to an early conclusion that the video's participants were not forced to be in it.
"However, we're still investigating further about the possibility of bullying or coercion [of the girl]," he added.
The students also testified that it was the third time they filmed the two students having sex in a classroom after school hours. Rikwanto said the first video had been watched and recorded by two students, while the second and third videos were recorded by six students.
Arist said he accompanied the girl to the police questioning on Friday, but declined to give details.
Komnas PA recorded 85 sexual crimes against children in the first quarter of this year. It recorded 72 sexual-assault cases against children in the first quarter of last year.
Arist said curbing the high rate of sexual-abuse cases in the capital city required participation from families and people in the neighborhood. He said many people still considered sexual abuse a taboo issue.
"The problem is families lack information about child abuse and how to create a child-friendly environment. Siskamling [community patrol] and PKK [Family Welfare Movement] have yet to function well," Arist said.
He said North Jakarta municipality made the first move to set child-friendly indicators and to form a children protection taskforce in some subdistricts. The indicators include decreasing the number of child-abuse cases and school dropouts, and increasing open green spaces for playgrounds.
"We are assigned to intensively train task force members from neighborhood units and community units in North Jakarta. I hope the municipality can become a pilot project for such a task force," he said.
