A toddler was found wandering alone in an alley off Dayton Street in Hamilton Tuesday morning, wearing a wet onesie with nothing on her legs, no shoes and was cold to the touch, police say.

When a neighbor spotted the child, which he described as 18 months old, he called 911.

"His little hands are beet red. I bet he has been out here for a couple of hours," the man told dispatchers. "He is shivering to death."

When the child was found, which police say was a young girl, she was found wearing just a onesie around 10 a.m. According to the National Weather Service, the temperature was around 30 degrees that morning.

The little girl was transported to the Liberty Township campus of Cincinnati Children's Hospital Medical Center out of concern that she might be suffering from hypothermia.

When police arrived, they did not know where the child lived and began knocking on doors. When they found the correct home, police noticed that the home didn't have running water or electricity. The home also didn't have an adequate amount of food, police say. There was also feces piled up in the toilet, a five-gallon bucket of feces in the main bathroom of the house and cat poop on the floor.

Due to the conditions of the house, the child and four others in the home were removed and placed in the care of Butler County Children Services.

No charges have been filed yet. However, the parents could face child endangerment charges.
