It's nothing they did. His chair has a seatbelt on it. All sport/rigid lightweight chairs have the option of having seatbelts installed. It's either standard, or it doesn't cost very much to have it put on. Back in the day, my physical therapist wanted me to have one on my chair, but I specifically demanded to not have one. She complained that I was gonna break my neck. I was a hellion back then.
