Lincoln police arrested the associate director of a Washington, D.C., child welfare center after four teenage girls said the mostly nude man followed them to their hotel rooms and yelled at them.

The teens, ages 14 and 15, said they saw Steven Preister, 68, walking down a hallway clad only in a T-shirt about 9:30 p.m. Monday, said Lincoln Police Capt. Danny Reitan.

Preister yelled at the teens, saying they were being too loud. The teens walked back to their rooms and Preister followed.

They tried to close the door, Reitan said, but Preister prevented them from doing so.

He continued to yell at them until another guest woke up and looked out into the hallway and saw the pantsless Preister berating the teens. Police said the man's genitals were exposed.

Officers were called to the Cornhusker Hotel, 333 S. 13th St., where they interviewed Preister in his room. Reitan said police suspect Preister had been drinking.

Preister was booked into jail on suspicion of public nudity and disturbing the peace. He was released from jail Tuesday.

Preister, associate director of the National Child Welfare Resource Center for Organizational Improvement, arrived Monday in Lincoln to meet with the Nebraska Department of Health and Human Services.

The federal government had recommended Preister as someone who could provide HHS with technical assistance on completing an annual federal report, said Kathie Osterman, spokeswoman for the agency.

Preister attended a brief meeting Monday with an HHS administrator at the end of the day, Osterman said. The agency canceled technical assistance meetings scheduled for Tuesday and Wednesday.
