SEYMOUR, Conn. – A Connecticut man has been arrested and charged with keeping his sister captive in squalor inside their home for years.

Police said Friday that officers were called to the house in Seymour and found the woman malnourished and covered in filth.

Fifty-eight-year-old Arthur Gauvin was arrested Thursday and charged with unlawful restraint, reckless endangerment and cruelty to persons.

Police went to the house after an anonymous caller expressed concerns about the woman's welfare. The woman was covered with urine and feces and her bedroom window was blacked out with paint.

Police say Gauvin apparently was responsible for his sister's care and was motivated by a desire to keep the house.

Gauvin was being held on $25,000 bond. It was not immediately clear whether he has an attorney.
