surely its because of the mortgage discrimination, if only these people were allowed to "own" their own home, then they'd feel like they have skin in the game and take care of it

Sad. I see it around here, too. I live in a fairly upscale neighbourhood and unfortunately you can spot the rental places 9 times out of 10.

Our townhouse strata did something that make a good social experiment. We have about 250 units in about 9 cul-de-sacs and weaving throughout is a city park. Very smart whoever planned it, because the places connecting the townhouses and 2 man-made lakes are maintained by the city. Anyway, they gave each cul-de-sac $1,500 to beautify the middle berm of each cul-de-sac, and one of us from each circle was in charge of organizing. It's pretty telling as to who takes pride in ownership when you look at each circle now.

For ours, we all got together (there are 25 units in each circle) and spent 2 weekends putting up those wall bricks and a dumptruck full of topsoil. Most of us donated plants, or 'sweat equity' to beautify the center berm.

Other circles sub-contracted and hired people who just put up 2 trees. Others did nothing but plant grass, and others it seemed just pocketed the money - nothing seemed to change.
