A woman and her daughter were charged with possessing and attempting to use heroin in a bathroom stall of the Oneida County Office Building Tuesday, according to Oneida County sheriff's deputies..
Melissa L. Cook 49, of Utica, and her daughter, Amanda S. Johnson, 27, also of Utica, were charged with seventh-degree criminal possession of a controlled substance, deputies said.
Deputies said a person complained that two women were "acting suspiciously" in a closed bathroom stall in the women's restroom at the office building.
