This case is about the expansion of mail-in voting with Act 77. The Pennsylvania State constitution imposes strict limits on absentee voting. To amend the state constitution, the measure has to be passed by two legislative sessions and then approved by the people in a referendum.
Act 77 was just a regular bill, not a constitutional amendment. Which makes it null and void as law. The mail-in voting from this election was totally illegal.
