But the people in the pen, they were wearing the same kind of 'uniform' Daryl was wearing. They were 'tending' to the zombies, but they weren't chained up in there or anything, so I'm not exactly sure what they were even doing in there

Earning points, I presume. If you watch the last episode, when they corner Darryl by the bikes after he tries to escape, Negan explains the three-tier system he uses. It's a strange thing. The walkers spiked in the pen "work" for Negan, and they must be tended to.
