There is a Planet Fitness here in town. If they had that sign outside their location, I'd have to go in and scream at them.
Actually, there are other fees not listed on that sign. I know there's a $49 startup fee for the $10 per month plan, plus a $49 annual fee. There's no where saying what additional fees are included on the $199 for 18 months plan. It could be the case that they waive those fees or reduce them significantly.
