Exactly...even with as horrible as the Avalanche were this year and as good as the Lightning were, they (Tampa) only drew 2,000 more people average per game this year than the Avs did and they were only within a couple of percentage points of each other in terms of arena capacity filled.
When the Avs are good, you will never get a seat at Pepsi Center. And even when they were bad like this season, they still drew nearly 15K people per game.

Tampa in general isn't a good sports market, too many transplants and old people. I suppose the Bucs still draw a good crowd, but look at the Rays. They're arguably one of the better teams in the majors the past couple of seasons with some of the best young players in the game and they don't draw dick.

If the teams played successfully consistently, those transplants would turn into fans. You need an example? Look at the turncoat named Lance. He's a Northeastern transplant now living in Colorado, and by all accounts he should only be rooting for Northeastern teams, like his beloved Boston teams, but he roots for Colorado all the time (and if real Boston fans ever found out about his betrayal, they'd tar and feather him).
If these teams go to the playoffs consistently, they'll create a buzz and win people over.
