I saw a group a of families combined and bought over $100,000 worth of tickets. I would bet the lottery they didn't win.
Some MIT kids figured this out. They played the local lotto and determined they could get a 15-20% ROE with the right numbers/investment. Funny shit. I think they won like $8 mil over a few years, but were playing with like $600k of their money so a MAJOR initial investment as you say.
