I don't know if this helps, but when the deer hunters around here ( in West Virginia ) are out a-shootin', it's a bit annoying - just like the duck hunters at home. We are talking about 3-5 shots.
But when some dude goes off spraying through the woods with a high power semi-automatic with bump stock *( that sounds nothing less than a fricken' machine-gun to me ) I stay inside and thank the lord I live in a gated enclave.
So I think making access to "machine guns" harder is a sensible start.

So you want to ban something that is already banned? If they had a bump stock they were firing an already illegal weapon. I don't thing more laws would suddenly make that person turn in or destroy his rifle.Current possessors of bump-stock-type devices must divest themselves of possession as of the effective date of the final rule (March 26, 2019).
One option is to destroy the device, and the final rule identifies possible methods of destruction, to include completely melting, shredding, or crushing the device. Any method of destruction must render the device incapable of being readily restored to function.
Also the 3-5 shot deer rifle you heard was more than likely also a "High Powered Semi Automatic" and probably uses a much larger and more powerful round than an AR style gun. The .223 caliber bullet used in the AR15 is much too small to effectively and humanely kill a deer or other large game. Colorado, Connecticut, Illinois, Iowa, Massachusetts, Virginia, Ohio, New Jersey, Washington, and West Virginia require larger bullets to be used to hunt game.
Go watch some Jerry Miculek videos on youtube. He'll smash your assumptions about the rate that a human finger can pull a trigger. He blew me away the first time I watched him. He proved that it's entirely possible for a human being to fire, with his finger alone, as fast as a fully automatic machine gun.

Is it a practice range also? Or possibly a private range setup? Hunters won't shoot like that because it scares the game away. I hear a lot of shooting in the mountains of South Carolina on weekends, Someone a few miles away has a range and get some pretty rapid bursts. It's required everywhere to have a sufficient backstop so there aren't stray bullets flying everywhere. It's also one of the reasons why hunters often shoot down from the trees or make sure they pick a spot where it's safe behind the kill zone.
Possibly that one, the rest are definitely just how fast he is.
