It was the second in a two part cartoon commenting on the Bush's. The President and Barbara had a daughter, Robin, that died young from Leukemia, at like 3 or 4 years old. It tortured them for the rest of their lives, understandably. When Barbara died back in April, the cartoonist drew a panel showing Barbara entering the hereafter, and the child running towards her crying, "Mama!". Now that the President has passed on, the cartoonist drew this panel depicting George being met by Barbara and their daughter, walking into the hereafter together hand in hand. The plane is the one George flew in WW2 as a military pilot. The panel is saying that when George died, he flew his WW2 plane and landed in heaven where his wife and daughter were waiting for him.

People are just being cruel. The man held himself with class, dignity, and respect. He commanded respect from everyone that knew him. He never would have said anything like that.
