Not necessarily. The bigger question is not whether there are reductions or increases, what is everyone's individual output?
So with our reduction are we at 100 million tons, and with Chinas increase they are at 75 million tons? I need to see the output, not the change before I smugly judge.

My take is that while political will is lacking in the US, there are private forces within the country working towards a carbon-free sustainable economy - for a number of reasons, that include fresh air & better economics. China is looking to kick the habit too.
