He's not an ice dragon. He's a dragon wight. He died and was resurrected, but his flesh wasn't changed.
I think the fact that Viserion is spitting blue flame now sets up a wicked dragon battle tilted heavily in his favor. Blue flames burn hotter, and you didn't see Drogon or Rhaegal spitting blue flames. So the other two aren't spitting flames anywhere near as hot as their now undead brother. I don't know what the Night King did to him, but he gave Viserion a wickedly formidable weapon.

I'm in the camp who thought it would be an ice breath weapon (I played D&D as a lad) because of the undead/cold connection the wights and the Night King seem to share. In the show-logic discussion, one could get a little pissy with this outcome and say that it was a device created because the Wall needed to come down. It makes more sense to me if the dragon was cold based...kind of a yin and yang thing with the other dragons.
And as DGX and half of the internet have pointed out, a blue flame typically burns hotter than an orange one...in our world anyways. So does that somehow even out the dragon battle when it's going to be two against one? I guess we'll find out in 2028 when the show comes back.
I played D&D as well. Viserion wasn't a D&D-style White Dragon while alive, so why should he become one when resurrected from the dead?
The resurrected bear wasn't anything special other than it being an undead bear. It still did its bearish thing, albeit probably a bit more violently.
My opinion, being resurrected by the Night King doesn't make you anything more than what you are, just an undead version of it... probably a bit more mindless, violent, and a lot more susceptible to control by the Others. The blue flame kinda flies in the face of that, but I'm chalking that up to the Night King resurrecting Viserion infused with a bit more Otherish-juju on purpose.

I mentioned D&D because I used the term the breath weapon.
Yes I realize Viserion breathed fire when he was alive. Myself (and millions of others) thought his breath weapon would change to cold after being converted to an undead wight. They all seem to associate with cold a little more than warmth after dying...and the Night King, well his fire quelling power and cold power is self evident, shouldn't have to get into it here.
