Why am I getting a notice from a debt collection agency for a bill I never received?

I got one a couple years ago
Couldn't remember financing anything for that amount. Took awhile, but finally got them to admit where it came from. In 1987, I financed a set of tires and rims. Paid it off on time,but it seems the store went out of business and they hadn't reported it as paid I guess. I told the debt collectors to get bent. You know how long I had to think about when or where I would have financed $700 measly dollars???.
I know where it's from. It's a medical bill. It's for $56.37. I have an insurance EOB for it. I was waiting for an actual bill to arrive, but it never came. All of a sudden, I get a debt collection notice for it. I don't get it. How do you get a debt collection agency to collect on a bill you never sent out to the patient? It's not like I was ever delinquent on previous bills. I always pay my bills.

It doesn't matter anymore. I called the doctor's office and the bill is paid. Send the goddamned bill to the house next time. "It's not in collections, it's in pre-collections", my ass.

No I'm not sending you a copy of my EOB. If the insurance wants to give you a check, overpaying for your device, then so be it, it's their choice. I will not pay you on top of that. I don't care what the insurance says. I know I can get this device for far cheaper than what the insurance is offering you for it. So we're going to negotiate. Here are my terms:
1. Accept the insurance's check, and consider it final payment, leaving me free and clear
or
2. Send me a return authorization, and I'll pack your device up and send it back to you. Then I will go online and buy the very same device from an online retailer for far less than what the insurance was offering you. You'll be out that insurance money, and I'll still get what I need from somewhere else.
But I will not play this game.

PROTIP: If you get a debt collector on a medical bill, ask a simple question. "How did you get a medical bill with my social security number? That's a HIPAA violation". The likely outcome is it goes away immediately. They don't want a savvy lawsuit to shut them down.

Years ago I went to one of those Urgicare places for a sinus infection (My regular doc was closed) After dealing with a handful of people the doc finally comes in and says he's going to prescribe me Penicillin. I tell him I have a long history of sinus infections and Bronchitis and that Penicillin no longer works for me nor does Amoxicillin. Instead of giving me something else he tells me to try it and if I'm not getting better in 5 days to call in and he will write something else. Before I can continue to argue with him he walks out of the room. So I walked out of the room and the building.
Needless to say, after 6 days I was much worse, so I called. The girl says you'll have to come in for another appt and pay another 125 bucks because they don't do that over the phone. Of course I pretty much told her to fuck off. Then I called my regular doc who called in a script to Walgreens, no charge.
Anyway.... I start getting bills from Urgicares collection agency over not paying the bill. Ignored them. Finally months later they call. Asked me if I was gonna pay the bill, I said nope. "Why should I pay a bill for something I told the doc was not going to help and didn't work? If you take your car in for an oil change and they balance the tires instead would you pay?"
Never heard another peep.

Went to the eye doctor on Friday. Just the annual check-up. Everything was good, my prescription for my glasses changed slightly and since it's been 4 years since I got my last pair, I figured I should finally get another pair. Even though the script on my glasses has changed in the last 4 years, my old pair has still been fine. I really only need them to read small print and to better focus when reading. Staring at drawings and paperwork at work all day, I definitely need them for that. So I go through, find a pair of frames I like and she goes through all the "add ons" (polycarb lens material, blue light blocking coating, anti-scratch, etc.) and even after what my insurance covers, it was still $517 for the new pair (it would have been just under $1000 without insurance). Ridiculous how much shit costs now. The biggest cost was actually the polycarb lenses, that was $475 (pre-insurance) all by itself.

IK could have cheaped out and gotten the ghetto frames you can get for free under the frame allowance and I could have gotten something less expensive instead of the polycarb lenses and not gotten the blue light and scratch resistant coating, but then you have yourself a crappy set of glasses that I really want to last as long as the pair I have right now.
The only good thing is that one of my credit cards has a special rate for medical charges over $499....6 months zero interest. And, even if you don't get it paid in the 6 months, there's no residual interest built up. It only starts on what's left on the balance owed after the promotional period.

I went to Lens Crafters and I got a pair of Ray ban prescription glasses and they were having a deal for a 2nd pair at half price or something so I got a pair of Ray ban prescription sunglasses as well..
With my insurance I want to think I was in the 350ish range..
