It's in the spirit of "being a lie-down" but it's different.
Give me any adjective that fits this situation: You draw a line and say to another, "You shall not cross this line or else", yet when the other crosses the line, you do nothing. You just draw another line, and they cross it again. And again. And again. You call the person (in this instance, you) who's drawing the lines and never doing the "or else" part something, an adjective: He's a _________.
