An amendment to what?
A law to be passed, or an entire amendment to your constitution?
I don't follow US law makers, but this seems very interesting.
Is the overall law to which the amendment is tacked what the democrats object to, rather than the specifics of this amendment, or all they all insane and voting against for the sake of it?

Proposed laws (bills) go through assigned committees before being sent to the full body (house or senate) for a vote. In committee, they debate the bills, hold hearings, & offer changes and amendments. The committee can vote to approve or deny the amendments to the bill. I can't tell from a meme what the reasoning was, but the vocal far left of the Democrats is very anti-ICE (immigration control & enforcement) with some having called for it to be abolished. Some major cities run by Democrats forbid police to ask about immigration status and do not report illegal immigrants to ICE. So it's not surprising that a mandated reporting requirement like the one the meme suggests would be voted down by Democrats.

The meme says they rejected the proposed amendment. I didn't look up the actual bill.

We get a lot of spite votes just to reject the other side as well. People that voted for the border wall before now hate the border wall because the other side proposed it this time, for example.
