The logic behind it is, you have to pay extra for cable channels, so since you are already paying extra for it to bring it into your house, then you should know better than to be offended by it. It goes even a step further with the premium cable channels (HBO, Showtime, Cinemax, etc) as they have no restrictions on language, violence or nudity because you are paying even more to get those channels so you're a dumbass if you don't know what to expect on them. (I believe Spartacus is on HBO).
The "decency" rules apply to the regular networks that you can get with a regular old antenna (ABC, CBS, NBC, FOX, and the CW). As Hal mentioned, the Prime Time viewing time is supposed to be set aside for family safe viewing, and that's what those uber religious groups watch just so they can hopefully find something offensive to bitch about.
