Actually, they did. Arithmetic operator precedence rules have been around for centuries. It's the teacher's fault. They never taught it. I never saw it until I got to my junior year in high school. Elementary and junior high school would have went a lot smoother for me had I had a teacher that taught it earlier.

I have nephews so yeah, I've seen it. Honestly, there's good and bad parts of common core. Granted the amount of bad far exceeds the amount of good, but there's some good stuff in there. The good parts illustrate the basic arithmetic rules and theorems in different ways than what we're used to, but I wouldn't put it past a younger kid to be able to pick it up. I just know that I've looked at parts of it and thought, "you know, maybe they should wait a few more years before throwing this junk at kids of this age". But then again, I've always complained that educators were waiting too long to teach kids the abstract concepts that I feel they should be exposed to. Kids are a blank slate, and you can pretty much teach them just about anything and they'll pick it up, unless you're dealing with developmental disabilities. And then there's the bad part of common core like that picture of that problem the kid's engineer father answered, ripping apart the assignment and the teacher. The problem in and of itself had no basis in realism. You couldn't even understand what the problem was asking for. In other words, it was ill-defined and had no basis in theory nor any practical application whatsoever. You're never going to see it in more advanced classes, you're never going to see it in any job or task where any amount of math is required. So in that respect, it's completely useless and a complete and utter waste of time.
But I will tell you, the good exercises of common core math use and illustrate precedence rules, as well as other rules, theorems, etc..
Common core is one of those things that could have been really good, but too many cooks spoiled the broth. There was nothing wrong with math education as it was, but in my eyes, it was incomplete. They could have just added some of the better concepts from common core and left the rest of the crap on the cutting room floor. But because of politics and stupidity (there are a lot of stupid people in education), you have this whole load of shit that no one ever sorted through and asked, "What does this do? How does it relate back to the concepts we need to teach? Is this actually useful or is it a complete waste of time?"

Another problem that I had with common core was the idiot assumption. Some of the ideas in it were designed for kids who had problems picking up math the normal way, the way we're used to.... the kids that lagged behind. So they developed methods of helping those kids, and then they went ahead and said everybody should learn this way, when it's completely unnecessary for the 97% of the kids that had no problem picking up math the normal way. These methods designed to help the slower kids are like going to China for tea instead of walking around the corner to go to the grocery store. It's fine for those that need it, but there's nothing wrong with what was already available for everybody else. Yet, they make everybody do the long way designed for the slower kids. They treat everybody like they're idiots. It's an insult.
