Yes, it goes for the forest too. If you own the land, it's up to you to mitigate it against wild fire. If the land is state owned, then it's the state's responsibility. And if it's federal land, it's the federal government's responsibility. We have prescribed burns and forest mitigation done here all the time in Colorado. It won't stop a bad wild fire, but it cuts down on the amount of possible damage that it can do.

I'm heading to my Aunts property (60 acres) in S. Carolina next week, One of the things on my to do list every year is maintain fire breaks around the house. It mostly consists of blowing leaves and moving dry sticks. I usually fully clear 40' or so away from the house and then clear 2 fire breaks further out.
Also the forestry service upon request will come out and cut fire breaks and do controlled burns on the mountains. It costs some money but is actually a reasonable rate per acre.
