I think another way of saying this is they are hoping to strategically replace US's self-imposed withdrawal as a world power - so perhaps true.
In reality though, Russia is a weak second-world has-been miserable country run by thugs, over-reliant on (dwindling and less popular) natural resources with an economy smaller than CA. Their time a a super-power is over.
I still wonder if the US should be replacing the vacuum rather than withdrawing. For its own sake, not just the 'free world's'
