An echo chamber is a metaphorical description of a situation in which information, ideas, or beliefs are amplified or reinforced by communication and repetition inside a defined system.
The guys kneeling think that they are being disproportionately targeted by the police and suffer unfair brutality from it. They are saying because of that (disproportion) they refuse to stand for the anthem of a country that does not treat them fairly.
