Well, where they are saying (as of now) they are planning on building HQ2 (not official yet) is Crystal City, outlined in red on the above map, just to the west of Reagan National Airport. That looks like to me it's a suburb of Washington, DC than what would be considered northern Virginia from the above descriptions.
Go look at a map of Washington DC in Google Maps and compare the location of Crystal City to where it would be in your map of Washington DC. Technically speaking, Arlington National Cemetery is not in DC, it's in Arlington, Virginia. Crystal City is part of Arlington, Virginia. But again technically, the Pentagon is in Washington DC, although it looks like it's not on the Google Map. It looks like it's in Arlington, right above Crystal City, outside the DC limits, but it's not. The DC/Virginia boundaries are really weird.
Technically speaking, Crystal City is in Northern Virginia, part of Arlington.
