Obama tried to use more government funded programs to provide more direct assistance versus Trump trying to change the overall economic structure for long term benefit. I would squarely support the latter as the right answer. At least the pro-Obama article admits that the expansion of health insurance was not "the Obamacare marketplace" as we hear over and over, but an expansion of the government social welfare program medicaid.
I can't argue your point on the vacillating tensions but let me add something. The black community will take no ZERO responsibility for fixing their issues (there are admittedly a few voices, but largely ignored). They simply don't have a problem, sans systemic racism. Um.
