Shocking Florida school shooting: Armed officer 'did not confront killer'

An armed officer assigned to the Florida school where a gunman killed 17 people last week stood outside the building during the shooting and did not intervene, the local sheriff says.

Deputy Scot Peterson has resigned after being suspended, Broward County Sheriff Scott Israel said.

"I am devastated. Sick to my stomach. He never went in," Sheriff Israel said.

Earlier this week President Trump said arming school teachers could prevent school shootings.

The proposal has long been championed by the powerful National Rifle Association (NRA) gun lobby.

On Thursday, in the NRA's first comments since the massacre, its head accused Democrats and media of "exploiting" the attack. Wayne LaPierre said "opportunists" were using the tragedy to expand gun control and abolish US gun rights.

    What did the officer do?
Sheriff Israel said Mr Peterson, 54, was the school resource officer of the Marjory Stoneman Douglas High School, and was at the site, armed and in uniform, when the shooting took place.

He said video footage showed Mr Peterson arriving at the building where the shooting broke out about 90 seconds after the first shots were fired, and that he remained outside for about four minutes. The attack lasted six minutes, Sheriff Israel said.

Asked what Mr Peterson should have done, Sheriff Israel said: "Went in, addressed the killer, killed the killer."

Mr Peterson is yet to publicly comment on what happened. Officers are reportedly guarding his home.

Sheriff Israel said Mr Peterson had not given a reason for why he did not go into the building where the shooter was. It is unclear if he will face charges.

Sheriff Israel said he would not be releasing the video showing Mr Peterson and might never do so, "depending on the prosecution and criminal case" against the 19-year-old suspect accused of carrying out the shooting, former student Nikolas Cruz.

The gunman used a semi-automatic AR-15 assault rifle, police say, and escaped the scene before being seen and arrested later.

    Why was Deputy Peterson there?
School resource officers are sworn law enforcement officers who are responsible for safety and crime prevention in schools, although their exact roles differ from school to school and authority to authority.

Employed by the local police or sheriff's office, they document incidents and can make arrests, as well as working on areas such as mentoring and education.

There are between 14,000 and 20,000 such officers in the US, according to the National Association of School Resource Officers.

Mr Peterson had been in his position at the school since 2009, local media report.

The Sun-Sentinel newspaper said he had worked for the sheriff's office since 1985 and office records showed his salary for 2016 was $75,673 (£54,137).

    Were there any other failures?
Concerns have been raised about both the school's video surveillance system and whether warnings about Nikolas Cruz were ignored.

It has been reported that the person watching the surveillance system was relaying information 20 minutes old to police, so officers believed the gunman was in a certain area when he was not.

It has also been reported that calls were made to local authorities in 2016 and 2017 expressing concern about Nikolas Cruz, including one saying he was planning to attack the school.

Update Armed deputy accused of hiding during Florida school shooting now guarded by police

By Nicole Darrah, Gregg Re | Fox News

Several Palm Beach County, Fla., police officers are guarding the home of the former school resource deputy who stayed outside Marjory Stoneman Douglas High School as last week's massacre unfolded, Fox's WSVN-TV reported.

Deputy Scot Peterson, of the Broward County Sheriff’s Office, was armed and stationed on the school’s campus when a suspect identified by authorities as Nikolas Cruz opened fire with an AR-15 rifle, leaving 17 people dead and others wounded.

Peterson resigned Thursday after video surveillance showed he never entered the school, even though he "clearly" knew there was a shooting taking place, officials said. The revelation prompted widespread outrage.

The deputy “was seeking cover behind a concrete column leading to a stairwell,” Officer Tim Burton of the Coral Springs Police Department, who responded to the shooting, told the New York Times.

The Times also reported that in February 2016, the sheriff’s office received “thirdhand information” about Cruz planning “to shoot up the school.” The information -- which said Cruz had knives and a BB gun -- was forwarded to Peterson, who was working at the school back then.

When a WSVN-TV reporter tried to approach Peterson's Boynton Beach home for an interview Thursday, he said he encountered a contingent of six police officers standing guard.

"They prevented us from approaching the house," WSVN-TV's Frank Guzman tweeted.

Sheriff Scott Israel during a news conference Thursday said video showed Peterson arriving at the west side of the high school where the shooting took place. Peterson, Israel said, took up a position but "never went in."

Peterson, according to the sheriff, "was absolutely on campus through this entire event." The deputy was armed and in uniform during the shooting, but never entered the building despite "clearly" knowing a shooting was happening, Israel said.

The sheriff said he believes Peterson remained outside the building for roughly four minutes, while the shooting in total lasted around six minutes. Israel said the officer never fired his weapon.

The sheriff told reporters he's "devastated. Sick to my stomach. There are no words."

When asked about what law enforcement agencies entered the building first, and at what time, Israel said that it "doesn't matter who went in first" or "what order you went in."

"What matters is that when we, in law enforcement, arrive at an active shooter, we go in and address the target," the sheriff said. "And that’s what should’ve been done."

Peterson, according to Israel, should've "went in. Address the killer. Kill the killer."

The sheriff said that he suspended Peterson without pay pending an internal investigation, but the officer resigned and retired.

In February 2016, the sheriff's office received a call from someone who was concerned that Cruz "planned to shoot up the school." That information was forwarded to the Stoneman Douglas resource officer.

The Palm Beach County Sheriff's Office confirmed to WTVJ that Peterson's family requested privacy and protection following Peterson's resignation.

In 2014, Peterson was named School Resource Officer of the Year in Parkland, WSVN reported. The district stated "Deputy Peterson has proven to be reliable in handling issues with tact and judgment.”

Two other deputies from the Broward County Sheriff's Office have been placed on restrictive duty as officials investigate "whether or not they could have done more, should’ve done more."

The officers were identified by WSVN as Edward Eason and Guntis Treijis.

Their restricted assignments come as the bureau found it responded to 23 calls regarding Cruz or his brother since 2008. In two of the instances, Col. Jack Dale said, protocol might not have been followed.

Israel said an investigation remains ongoing.

The Associated Press contributed to this report.

I does prove on this occasion that having an armed guard on the school grounds wouldn't of stopped this person from trying it in the first place

It proves nothing other than the fact that the police officer didn't do his job and was in fact a coward if reports saying he was hiding are true. Why do you think he resigned? He would have been fired otherwise. By putting on that badge and uniform, you know that you may have to put yourself in harms way to protect people. What he did was a disgrace and gives the brave police officers that actually do their jobs a bad name.

Makes a mockery of the NRA's slogan that only good guys with guns can stop bad guys..... unless the police fall into the bad guys with guns category.... :

I feel for the guy. Honest veterans will tell you that during wartime they froze up during conflicts and were scared. Guessing, there's probably an additional percentage of soldiers who have never told other people about not engaging the enemy and/or hiding during firefights. I read about a Vietnam veteran who did two tours and admitted to pissing his pants after exiting a helicopter. His platoon started taking fire as they disembarked and he laid down with his hands over his head and his bladder let go.

I know...school shooter vs war firefight are different scenarios, yet they share the aspect of bullets coming from an unknown direction. I agree with some of what Lance says, yet a 54 year old resource officer may not be the best protection in that situation. I'm liking the hire the ex veterans idea more and more
