I think the fuel tank in the background represents the center of the villagers life.
The rocky scrag allows no existence of vegetation for fossil fuels or consumption thus the need for a storage facility.
It probably started as marine mammal blubber. It was placed away from the village to isolate the smell and prevent burning down the place.
