I haven't had a chance to look, but I not sure that the narrative is true that we create welfare babies with abortion funding restrictions. The abortions are predominantly white suburban kids.... but again, I need to go deep, I haven't reviewed that in a long time.
But I know if you say "people shouldn't have babies they can't afford" to a lower income minority, they will look at you like you have 3 heads.

This is complicated. On your point about black genocide, that's been a fringe argument for years. It picked up steam when the CEO of Planned Parenthood was noted to have some opinions that favored certain forms of eugenics. The argument is that black women are pushed to have abortions and to limit family size, which of course, they interpret as due to racism. I am not sure any evidence of that exists.
I was correct and incorrect. More than half of all abortions are white female, but the rate per population for black and hispanic women is much higher. There doesn't seem to be a clear answer for why, but theories include less access to health care means lower use of contraception. I expect cultural issues are in there also.
But I haven't found anything (so far) that says minority women do not get abortions due to lack of funding for abortion. The incident rates being significantly higher for minority women would seem to indicate that access is not an issue. So it's hard for me to look at that and say either pay for abortions or pay for welfare.
