Inside? No, never have and I actually never even heard of that until I moved out here. Most apartment complexes put up signs telling residents to do that when it gets cold and I never understood why. I grew up in a state where it was routinely -10° to -30° and sometimes even pushing -40° at times during the winter I had never heard of anyone ever doing that.
If your pipes are exposed and uninsulated, say like in your garage, you're supposed to keep water flowing through them to keep them from freezing.

It never gets that cold here long enough. Sure, we might get some below zero weather here occasionally, but it never really even stay cold enough, long enough for the frost to even get that deep into the ground. If the frost line here goes deeper than 6 to 8 inches, I would be completely surprised.
The water heaters of your apartment building were probably in a room that had no room temperature regulation. That's how it was in the last apartment complex I lived in. It was a side room on the building only accessible from the outside.
I'm sure they either buried the pipes and/or insulated them in the crawlspace of your home in Vermont. Your water heater was probably inside the house as well. That's how my childhood home was in New Jersey. We didn't have to worry about it up there either. We didn't have a garage where the furnace and water heater was located like I do down here in Georgia. If there's a hard freeze coming down here, then I have to let a faucet or two drip while the temps are low. That usually only happens in January and February.

Meh. The only thing I've ever done is open the cabinet doors to the kitchen sink. And that was when it was -18F with a windchill of -30

I woke up this morning and it was 62.... inside. Outside it was 56. Warmed up to around 70 today.
